Does a ceramic exist that both has high thermal conductivity and can withstand temps up to 1600C?
I am looking for a metal or ceramic that can withstand temperatures of around 1600 degrees Celsius, but can also conduct heat relatively well. Ideally it would be available in a tube or pipe form. Does such a ceramic exist?

Depending on the lifetime you're looking for, you may also be able to get away with recrystalized silicon carbide, which will save you some money. If your atmosphere is not oxidizing, a stabilized Zirconia may be your best choice.
For the other answers, Fused Silica has a use limit of 1000 C when not fully supported. It is also porous.
